Add IPA statistics to bugreport
...
-So far, It's hard to capture the IPA related debug info
when issue happen because user need run adb command (cat /sys/kernel/debug/ipa/*)
to trigger IPA dump the debug message.
So add IPA statistics to bugreport for IPA related issues.
-porting from ag/9769398
