Add option to increase inode count for test build

To build with VNDK snapshot libs we need more inode count for the
devices without product partition.

Define PRODUCT_INCREASE_INODE_COUNT=true to double the INODE_COUNT.
This is available only for test builds, since it will consume some
space for system image.
