Remove SPN override for Vodafone from spn-conf.xml

Browse Source 
SPN override causes PAI OTA download even for Vodafone MVNO
SIM cards. Removing this override will make telephony to use
SIM card SPN as is for MVNOs.

Test: Following tests completed
 1) VF SIM card - PAI available
 2) OTELO SIM card - PAI not available
