wifi - Add wpa_cli into PRODUCT_PACKAGES

The _cli should be added to PRODUCT_PACKAGES_DEBUG
which in the appropriate product makefiles instead.
For factory, certification and testing purpose, add
wpa_cli into userdebug build.

api, getModelState.
Note: V2_1 will be removed in a subsequent cl.
