wcnss_filter is on the critical path for Bluetooth audio playback. It needs the ability to set critical threads to RT scheduling in order to meet audio deadlines. Bluetooth HAL needs to talk to system_server in order to call SchedulingPolicyService to set priority of Bluetooth HAL threads to RT.
