Add READ_PHONE_STATE permissions to the embms middleware.
Embms middleware needs it to invoke telephony API such as
getDeviceId and getLine1Number
Bug: 38389469
Test: Load the build on the device and check the logs
to make sure the READ_PHONE_STATE exceptions dont
appear when we launch embms apps.
