86d221b812 CleanSpec: Blow away system/ vendor/ for recent treble file moves 
Stale libraries in system/ will eclipse new ones in vendor/ which
can cause things (HWComposer) to fail to start.  Let's big-bang
the initial cleanspec to deal with this.
