Peter Cai 1478467afc RMX3031: Dirty hack to make IMS work for subsequent reboots
* I have no idea why MTK IMS stops working after a reboot when SELinux
  is set to enforcing. I have literally tried to eliminate all denials
  but the bug was still present, and toggling SELinux to permissive
  magically fixes everything.
* Manually re-enabling VoLTE fixes the problem, so that's basically what
  I'm doing here -- to automate the process.
* It can't be guaranteed to always work and we should still try to
  figure out why this happens at all. But for now, this is at least
  better than putting the whole device to permissive.
* Also, we should probably stop messing with these blobs and start
  looking into reverse-engineered solutions like MtkIms instead.
