bengris32 dd8998b27d rosemary: Drop MediaTek PowerHAL ...

* We still have to keep some vendor interfaces and libs
  since some HALs have dependencies on them.

* Also switch to stub AIDL power service until we can get
  libperfmgr properly implemented.
