Mark dependencies of libpiex as vendor_available

Browse Source 
libpiex is already vendor_available but its dependencies are not.
Marking them as vendor_available since a vendor_available lib cannot
link against to non vendor_available libs.

Test: BOARD_VNDK_VERSION=current m -j libpiex.vendor
