Subject: [PATCH] Backfill owner information for VTS module
 VtsHalNeuralnetworksV1_0TargetTest.

Each VTS module is required to have OWNERS file. The ownership is based on
go/vts-owners. For more information about ownership policy, please visit
go/xts-owners-policy.
