android.hidl.base@1.0 and android.hidl.manager@1.0 are built into libhidltransport.

4a3cd13ddc Move IGraphicBufferProducer to graphics/bufferqueue. 
Test: With CtsMediaTestCases.apk installed,
adb shell am instrument -e size small -w
'android.media.cts/android.support.test.runner.AndroidJUnitRunner'
