hwbinder.jar will be used instead of framework.jar on build-time, but
on runtime framework.jar will be used.
This is to cut the circular dependency when using configstore from
Android framework.

caller_status: (caller_rt_priority <<16 )| caller_cpu
with the return value defined as:
((1 if no priority inheritance)<<16) | (1 if no cpu sync)
