Also removed the default implementation of the ISoundDoseFactory which
only provides a dummy SoundDose object. It is better to fall back to the
framework MEL.

The new HAL is running as part of the HIDL audio HAL process. It is
meant as a workaround for HAL implementors that can not switch to the
audio AIDL yet and need to certify with IEC62368-1 3rd edition or
EN50332-3. Note that this HAL will be deprecated in the future.

versions are set to 7.0.

It could happen that a service process receives a SIGPIPE
while providing a dump due unexpected pipe closure on
the other side. This should not lead to a service
termination. Ignoring SIGPIPE is a normal practice for
system services.

This is intended to reduce memory footprint of the default HAL
service. The inteface libraries were only used to retrieve
interface descriptors and use generated code to register as
service. This code was replaced with static code from
HIDL transport library.
