c1763a6796 Fix remaining broadcastradio 1.1 VTS TODOs. 
This includes:
- cover all AM/FM bands, not just first one
- fix flakiness on late callback dereference
- fix 1.0 tuneComplete check
- move utils includes into separate subdirectories

ba3e254483 Implement out-of-band metadata images. 
This saves a lot of HIDL bandwidth, by not including raw image data in
metadata vector.

4837755ce9 Initial Broadcast Radio HAL 1.1 default implementation. 
The new implementation does not rely on legacy HAL, it implements
HAL 1.1 directly instead.

This is not a full implementation yet, but passes all existing tests.
