90e664dfa6 CAS: Add SYS_NICE Capability 
Add SYS_NICE capability to the CAS services. This will enable the
service to set its priority.

dd50b2f45d Replace writepid with task_profiles command for cgroup migration 
writepid command usage to join a cgroup has been deprecated in favor
of a more flexible approach using task_profiles. This way cgroup path
is not hardcoded and cgroup changes can be easily made. Replace
writepid with task_profiles command to migrate between cgroups.

f9f0a25b26 Update cas@1.0 hal to cas@1.1 
Add sendSessionEvent to notify hal what happened on a session.
Add onSessionEvent to listen notification from hal for a session
