13374bd7f2 Remove ref<>. 
This type is unused and some parts of it has bitrot. In order to reduce
the complexity of new features, removing this.

1ae4615d9f Update hidl makefiles for bpfmt 
hidl-generated makefiles are now generated such that bpfmt(file) == file.

38a78e1fa9 Static link test lib shims with test -impl libs. 
* So that vts no longer needs to push the shim libs in hidl test.
