784e443350 Get default provider codec from HAL 
1. Add function getProviderCapabilities_2_2
    to return audio capability
 2. Add function GetLeAudioOffloadCodecCapabilities
    to get le audio offload capability
 3. Add LeAudioCapability in HAL 2.2
