cfg: 1 for verbose output
caller_status: (caller_rt_priority <<16 )| caller_cpu
with the return value defined as:
((1 if no priority inheritance)<<16) | (1 if no cpu sync)

Added versioning@2.4. This tests the same as 2.2->2.3, but also repros
an issue in hidl-gen where triple inheritance isn't allowed.
Test: minor version inheritance doesn't fail, triple inheritance works
