bc09321ae2 dumpstate: Add dumpstate device AIDL HAL 
- Add interface AIDL files
- Add default example service. Example service is setup as a
  lazy service.
- Add VTS test having same coverage as dumpstate device HIDL
  1.1 VTS tests
