1ae4615d9f Update hidl makefiles for bpfmt 
hidl-generated makefiles are now generated such that bpfmt(file) == file.

7206708528 Update HIDL makefiles. 
Allow them to be static.

This is required for a couple of reasons:
- enabling HIDL passthrough in recovery
- enabling VTS tests to be static blobs

85e4c2679f Remove redundant dependencies. 
android.hidl.base@1.0 and android.hidl.manager@1.0 are built into libhidltransport.
