99712c08cc Update hidl makefiles for bpfmt 
hidl-generated makefiles are now generated such that bpfmt(file) == file.

a4c94fd128 Add new TEXTURE_TICK constant. 
Unlike TICK, this is specifically meant to be called repeatedly in
reaction to small movements in order to replicate a specific texture.
