While we have defined values for turn signal state, we were missing
a property id to allow it to be reported by the vehicle.

tools and make it an array, replace $tool with $(location <label>),

Stop using genrule to copy headers

There is no need to use a genrule to copy headers, just move them into
an appropriate directory in the source tree and export them directly.
