Shuzhen Wang 38ddb278b3 Camera: Adjust VTS tests for zoom override latency

Now that the zoom override latency requirement is reduced to 1 frame,
adjust the VTS test accordingly.

Test: Run VtsAidlHalCameraProvider_TargetTest on Pixel

Camera HALs

Overview:

The camera.* HAL tree is used by the Android camera service to discover and operate camera devices available on the device.
