zhengyu.zhan 38bff8b0c7 Fix VtsHalWifiSupplicantP2pIfaceTargetTest failed issue 
supplicant_test_utils::initializeService() only stop Supplicant,
don't start it. refer Android T code, It should start Supplicant
when initializeService().

Test: VtsHalWifiSupplicantP2pIfaceTargetTest pass
