Peter Collingbourne d84225bd2c Instead of including wifi_hal.h in the legacy_hal namespace, import the types. 
Including the header inside a namespace leads to ODR violations,
which are normally benign but can cause problems if we want to use
something like CFI in the wifi HAL.
