Paul Crowley 6aae9b6432 Move CDDL into separate CDDL files ...

Move CDDL out of comments and into files, per-method
generateCertificateRequest.cddl
generateCertificateRequestV2.cddl

This makes it easier to read and it means tools can parse it.
