sandeepjs 3bb500068d VTS testcases for HAL API setSimSlotMapping
To accomodate MEP, we have updated the setSimSlotMapping API in the HAL,
Writing the tescases to check functionality of the same.

Test: atest VtsHalRadioTargetTest
