Marissa Wall 3b6cfe061e camera-vts: don't import gralloc buffer after allocating

Before moving to GraphicBufferAllocator, the test just allocated
the buffer. GraphicBufferAllocator allocates and imports the buffer.
Update the test to only allocate the buffer.

Camera Provider HAL

Overview:

The camera.provider HAL is used by the Android camera service to discover, query, and open individual camera devices.

It also allows for direct control of the flash unit of camera devices that have one, for turning on/off torch mode.
