Siarhei Vishniakou 8c35c57811 Add IInputConstants dependency for Input.h 
In this VTS test, we are #including InputDevice.h, which in turn
depends on Input.h.

Since we are adding a depending on IInputConstants inside Input.h,
update the makefiles here to pass the build.
