Peiyong Lin ab505aaf90 [HWC] Add setLayerFloatColor API into HAL. ...

This patch:

1. Adds setLayerFloatColor API into HAL to enable setting more bits of color on
ColorLayer;
2. Adds VTS tests for setLayerFloatColor.
