Shuzhen Wang f415f561a8 Camera VTS: Improve test for torch callback

Test below sequence:
- ICameraProvider::setCallback
- setTorchMode(on)
- verify torch mode on callback is received
- ICameraProvider::setCallback
- verify torch mode on callback is received again

This makes sure if torch is on, a new callback registration will trigger
a flash-on callback.

Camera Provider HAL

Overview:

The camera.provider HAL is used by the Android camera service to discover, query, and open individual camera devices.

It also allows for direct control of the flash unit of camera devices that have one, for turning on/off torch mode.
