Sally Qi 784c253a05 Add cc_defaults as wrapper for graphics composer/common AIDL

interfaces.

- Add new Android.bp in graphics folder and wrap composer and common
  AIDL in to separate cc_defaults.
- remove composer3 dependency from allocator's VTS .bp file.

Camera Provider HAL

Overview:

The camera.provider HAL is used by the Android camera service to discover, query, and open individual camera devices.

It also allows for direct control of the flash unit of camera devices that have one, for turning on/off torch mode.
