Chia-I Wu cdc287ba06 graphics: improve PRESENT_OR_VALIDATE_DISPLAY support ...

There is no cap defined for PRESENT_OR_VALIDATE_DISPLAY in HIDL so
it must always work.  Make sure it does not call HWC2 presentDisplay
when the underlying HWC2 does not support
HWC2_CAPABILITY_SKIP_VALIDATE.
