Jooyung Han f65ce603ae Fix the path to IR HAL ...

The .rc file is used by IR HAL binary. So the path should be
/vendor/bin instead of /apex. The apex version of .rc file is generated
by a soong rule.

This fixes the IR HAL in -next- configuration.
