Hsin-Yi Chen 82179cf468 Fix base class of WifiHidlEnvironment_1_2 ...

WifiHidlEnvironment_1_2 inherits WifiHidlEnvironment so that it stops
Wifi before every test.

Test: run vts -m VtsHalWifiV1_2Target
