Matt Buckley b4e9557898 Remove rt_uclamp_min and sf_uclamp_min ...

rt_uclamp_min and sf_uclamp_min have been made redundant in Pixel by
ADPF for sf, so we are just going to remove them outright rather than
worrying about overriding them later
