Set BLE power to 20 (5 dBm) in the SAR table, the actual power would
be around 6 dBm, consider back off margin. This will only impact the
BLE power when the phone is associated with 5GHz wifi network.

Some app will use short vibration to implement haptics effect and
those cases will feel a delay from the motion awareness mechanism.
We add this patch to filter out those cases since those behaviors
beyond the motion awareness mechanism scope.

Current user study suggested that we increase the response time and also
the threshold for the compensation images. The patch increases the
filter horizon to 3500 and changes the first level to 15k lux.
