APK/process for mainline. Will instead become a jar loaded from Apex.

Clean up RROs using config_show_regulatory_info

Runtime Resource Overlays (RROs) can no longer change the value of
resources in manifest when read during PackagerParser.
Remove usages of config_show_regulatory_info from overlays as they no
longer reflect the enable state of the regulatory info activity.

taimen: Use InProcessWifiStack instead of Wifistack

The base_system.mk adds WifiStack.apk, but the overrides rule will
ensure that InProcessWifiStack.apk will run on taimen.
