Bug: 120549967 Test: run vts -m VtsHalPowerV1_0Target Test: run vts -m VtsHalPowerV1_1Target Test: Booted device and made sure getSubsystemLowPowerStats and getPlatformLowPowerStats did not show up in logcat.
