Wei Wang 778154e379 init.hardware.rc: shutdown ssr_setup early to avoid subsystem restart ...

We see subsystem restarts happens during shutdown, this leads to
unnecessary FW loading and sometimes kernel panic.
This CL is to stop ssr_setup when framework sets
"sys.shutdown.requested" to avoid subsystem restart.
