Adds vulkan support level and version to system/etc/permissions;
fixes sepolicy so the vulkan driver can load.

Fixes tests in android.graphics.cts.VulkanFeaturesTest:
	- testVulkanHardwareFeatures
	- testVulkanVersionForVrHighPerformance

sepolicy change mostly borrowed from equivalent marlin config
