Update thermal throttling settings For normal mode, use device_max_limit as recommended by QC ("device_perf_floor is used for chipsets with shared voltage rail between silver and gold (e.g. 8996/8996pro) device_max_limit is used for chipsets that have split rail architecture (i.e. one voltage rail per cluster, 8998, 8994").
