thermal-engine: Update policies

Browse Source 
1) Add & Set the device_max_limit of SKIN-MID-LOW-FLOOR-BC to 1497600
2) Raise SKIN-LOW-FLOOR-BC set_point to 47 degreeC
3) Add back the most aggresive throttling at 54 degreeC
4) Add charging current throttling for both normal and vr mode
