Updates g_probe_req_ie_bitmap_1 so that Extended Supported Rates (50)
IE is included in Probe Request (Scanning). This is needed to solve
IOT issues with certain APs.

Test: basic function test (sta, hotspot, p2p) pass
Test: Check sniffer, probe request has Extended Supported Rates (50)
