Ivan Vecera cef3b175d4 sdm710-common: Update NFC config files ...

With current NFC configuration the payments using GooglePay is
not functional.

* Add missing android.hardware.nfc.hcef.xml
* Add libnfc-nci.conf borrowed from dipper
* Replace libnfc-nxp.conf by one from dipper
  (adjustedment for Grus and Pyxis are covered by next commit)

Tested: Successful payment using GooglePay
