Yan Yan f3bdcb730e sm6150-common: Add feature flag for IPSEC_TUNNEL_MIGRATION ...

This commit adds the IPSEC_TUNNEL_MIGRATION feature flag,
with XFRM_MIGRATE used as the implementation
