max-clock-frequency-hz is no longer used with new method
of parsing the PCIe clk frequencies. Use clock-frequency
property instead. Also add missing property clock-suppressible
to indicate which clk is suppressible.

As per the ip catalog, function for pcie0 clkreq is pcie0_clk_req_n
and for pcie1 clkreq is pcie1_clk_req_n. Update the same in pinctrl
device tree entry.
