Hemant Kumar cd1c861690 ARM: dts: msm: Add block control reset to recover from SBR ...

Add link down and nocsr_com_phy resets to the list. These resets
are asserted and de-asserted after SBR and LTSSM is enabled after
this to initiate link up.
