ARM: dts: qcom: specify thermal mitigation levels for Waipio MTP/QRD

Browse Source 
Add charger thermal mitigation levels for Waipio MTP and QRD so
that thermal SW can set CHARGE_CONTROL_LIMIT property in battery
power supply for thermal mitigation.
